Is it permissible for a Muslim to enter Makkah to pray in the Haram only or to do some of the acts without ihraam and performing for 'Umrah?
The scholars differed concerning the ruling on entering 'al-'afaqi', which comes from outside the time limits to the Haram if the Hajj or 'Umrah does not come in two categories:
1 - The public went from the Hanafis, Malikis and Hanbalis to the obligation of ihraam for Hajj or Umrah for anyone who enters the Haram from those who come from outside the deadlines ( al-Mahtar , 2/477 , Talabat al-Jalil 3/42 , al-Isfah 3/427).
They quoted the hadeeth of Ibn Abbas, may Allah be pleased with them, that he said: "Whoever enters Mecca is one of its people and not of its people except in ihraam." (Al-Bayhaqi 9839 ; Ibn Hajar said in Al-Summaq 2/528: Isnada good).
2 - The Shaafa'is and a narration from Imam Ahmad that Ihram is desirable and not duty to those who enter Mecca, It is not necessary for those who want to enter Makkah from the people of the horizons in ihraam unless they want to do Hajj or 'Umrah (total 7/11-16 , al- Asad 3/427).
This is the most correct view of the scholars,
• Anas bin Malik may Allah be pleased with him: The Messenger of Allah peace be upon him entered Mecca in the year of conquest and on his head forgiven. (Bukhari 5808 , Muslim 1357).
• And the Prophet (peace and blessings of Allaah be upon him) said in the hadeeth of al-Muawqat: "They are for them and for those who have come to them from others who have wanted Hajj and 'Umrah." (Al-Bukhaari , 1524 , Muslim 1181)
His saying: "Whoever wants to perform Hajj and 'Umrah," indicates that the obligation of ihraam in the time limits is specific to those who want Hajj and' Umrah, but not others. Umrah package uk
